Your article is talking about straight up plagiarism. That vengeance loop is, like most, taken from existing songs. However there are plenty of artists that will take a loop and mangle it or chop it up or use it creatively to create something entirely new. My favourite example is The Prodigy.

Their earlier stuff was heavily based on sampling other songs. But the way they did it made it very hard to recognise the original. Shows just how many songs they ripped straight from, but the result is not only original, its awesome. I don't understand this concept, it's really a unique thing to electronic music production.
